April 30, 1975 marked the end of Vietnam's two-decade-old civil war and the start of the exodus of hundreds of thousands of refugees. Despite his allegiance to the toppled South Vietnamese government, Long Nguyen (as Long Nguyen) decides to remain in Vietnam. Imprisoned in a Communist re-education camp, he urges his family to make the escape by boat without him. His wife Mai (Diem Lien), son Lai (Nguyen Thai Nguyen) and mother Ba Noi (Kieu Chinh) then embark on the arduous ocean voyage in the hope of reaching the U.S. and freedom. Back in Vietnam, Long suffers years of solitary confinement and hard labor, and finally despairs that his family has perished. Long hối thúc vợ tìm cách ra đi, tìm đất sống ở một nơi chốn yên bình. Mai cuối cùng đành gạt nước mắt vâng lời, miễn cưỡng cùng mẹ chồng và đứa con trai bước chân trĩu nặng với lòng tan nát leo lên chiếc tàu đánh cá nhỏ bé tìm đường vượt biển. Hành trình vượt thoát tìm tự do của mẹ con bà cháu Mai thật gian nan nguy hiểm. Họ ra đi với hai bàn tay trắng, không đem theo được thứ gì ngoài hy vọng mong manh là tìm ra đời sống và đất sống. Miến Nam hoàn toàn rơi vào tay cộng sản. Long bị chúng bắt giam, bị đưa qua những trại tù cải tạo, bị biệt giam, đầy đọa. Tại những nơi này, Long chứng kiến bao nhiêu cái chết bi thảm của anh em đồng cảnh khiến tinh thần anh rũ liệt và tuyệt vọng. Không nghe tin tức gia đình, anh nghĩ vợ con anh đã vùi thân trên đường vượt biển… Cho đến một hôm Long gặp một người lạ đến thăm tù, đem tin mẹ và vợ con anh đã đi trót lọt, đến được bờ bến tự do. Long rúng động trước tin vui. Tinh thần anh phấn chấn như được hồi sinh. Anh quyết tâm tìm cách trốn tù tìm gặp vợ con, để được cùng gia đình sống tự do, sống đời xứng đáng của con người. “Vượt Sóng” là tiêu biểu cho hoàn cảnh bi thương của hàng triệu thuyền nhân tị nạn và của dân chúng miền Nam bị cộng sản trả thù, áp bức ngoài xã hội và đầy ải trong các trại tù kinh khiếp mệnh danh là trại “học tập cải tạo” nhưng họ may mắn vẫn sống còn.
